The enterprise is only allowed to resume operations after the inspection team reports the results to the Provincial People's Committee for consideration and decision. The report must clarify the cause of the fire, the state management agency has requested the enterprise to take remedial measures and affirms that the enterprise is qualified to operate tourist services on the bay.

Previously, at around 3:00 p.m. on February 13, the QN 2071 ship was waiting for passengers on Ha Long Bay when it suddenly caught fire in the engine room in the last cockpit. At this time, all the tourists had left the ship to go kayaking in the Cua Van area, there were only staff on board. As soon as the fire was discovered, the staff on board quickly evacuated the tourists' belongings and promptly controlled the fire. Due to spraying too much water to put out the fire, the ship sank shortly after.

Ship QN 2071 carried 7 tourists overnight in Ha Long Bay, including 5 foreigners, 2 Vietnamese and 5 staff. This is a wooden-hulled ship, built in 2003 and converted in 2012.
