According to family information, Mrs. Oki, along with her eldest daughter-in-law and two grandchildren, came to Ho Chi Minh City for both tourism and to visit her youngest son, who currently lives in the city. Mrs. Oki is staying at the Liberty Central Saigon Riverside Hotel (Ben Nghe Ward, District 1) on Ton Duc Thang Street.

Earlier, on the morning of August 3, 2019, Mr. Toshiyuki was taken by a cyclo driver from Ben Thanh Market to the Liberty Central Saigon Riverside Hotel. He offered the driver 500,000 dong, but the driver demanded more. While Mr. Toshiyuki was still opening his wallet, the driver reached in, took all five 500,000 dong notes and two 200,000 dong notes, and left.

Shortly afterward, the Criminal Investigation Department of District 1 Police (Ho Chi Minh City) issued a decision to temporarily detain the cyclo driver who overcharged tourists for investigation into the act of "robbery."
