Previously, on May 29, 2019, the Business Registration Office under the Hanoi Department of Planning and Investment granted a registration change to VinAsia Trade and Service Development Joint Stock Company, changing its name to Vinpearl Air Aviation Joint Stock Company. Along with the name change, the company's main business activity was also changed from real estate business to air passenger transport.

According to the National Business Registration Portal, this company has the business registration number and tax code 0108712524, and started operating on April 22nd. The business is located on the 2nd floor of Almaz Market, Hoa Lan Street, Ecological Urban Area, Phuc Loi Ward, Long Bien District, Hanoi, which is within the Vinhomes Riverside urban area of Vingroup.
Vinpearl Air has three founding shareholders: VinAsia Tourism Development Joint Stock Company contributing 45% of the capital, Mr. Hoang Quoc Thuy contributing 30%, and Mr. Pham Khac Phuong contributing 25%. Mr. Pham Khac Phuong previously held several key positions at Vingroup and Vinpearl.
Vinpearl Air is registered as a joint-stock company, and its legal representative is Nguyen Thanh Huong, born in 1972. According to the latest records, Ms. Huong holds the position of Chairwoman of the Board of Directors, while previously she held the position of General Director.

According to Government Decree 92/2016/ND-CP regulating conditional business sectors in the field of civil aviation, with a registered capital of 1,300 billion VND, an airline can operate more than 30 aircraft and have international flights.
Along with the establishment of Vinpearl Air, Vingroup signed a cooperation agreement with CAE Group (Canada) to train pilots, flight technicians, and other personnel in the aviation sector, aiming to provide high-skilled technical resources for Vietnam and the world. According to this plan, Vingroup's pilot and mechanic training school is expected to train 400 pilots and mechanics annually, meeting the most stringent international standards certified by the Vietnam Civil Aviation Authority (CAAV), the US Federal Aviation Administration (FAA), and the European Aviation Safety Agency (EASA).
Vingroup also plans to train other personnel in the aviation industry, such as providing conversion, upgrade, and routine training for pilots and mechanics; training flight dispatchers and flight attendants; aviation management, air transport economics, and aircraft engineers.
However, it should be noted that establishing Vinpearl Air is only the first step in billionaire Pham Nhat Vuong's aviation ambitions. Before it can begin operating flights, the company still needs to go through many legal preparation steps.

Currently, there are five airlines operating in the market nationwide: Vietnam Airlines, Vietjet Air, Bamboo Airways, Jetstar Pacific Airlines, and Vasco Airlines.
Previously, two other companies, Thien Minh Group and Vietravel, were also looking to enter the aviation race. While Vietravel established an airline and aimed to focus on selling flights to serve the travel industry, Thien Minh Group wanted to participate in the general aviation market after failing in its attempt to form a joint venture with AirAsia.
