According to airport estimates, the number of stranded people reached as high as 16,900 at midnight. The resumption of train services on the morning of September 10th is expected to help alleviate the number of stranded passengers.
Water, snacks, and sleeping bags were distributed to passengers. Approximately 240 phone charging stations were installed throughout the airport.
Also on September 9th, bad weather conditions forced East Japan Railway Company and Keisei Railway Company to suspend all trains connecting the airport with Tokyo. Some routes were gradually restored in the afternoon.
Typhoon Faxai also disrupted transportation in Tokyo. JR East suspended all non-bullet train services early on September 9th, but resumed shortly afterward. Some services were restored on September 10th. These disruptions affected 2.78 million people.

The storm killed 3 people, injured 50 others, including in Chiba and Kanagawa prefectures, and destroyed 140 homes.
