The paragliding takeoff point is located on the summit of Thoi Loi Mountain, nearly 170 meters above sea level. This is one of the five extinct volcanoes of Ly Son Island District in Quang Ngai Province.
The 2019 Paragliding Festival is open to all paragliding pilots, both domestic and international, who hold international paragliding certificates or whose qualifications are vouched for by a legally recognized paragliding club. The event is expected to attract approximately 100 pilots, numerous paragliding clubs nationwide, and several foreign teams from countries such as Thailand, Malaysia, Laos, Indonesia, and Japan.

The "Vietnam Open Paragliding Championship 2019" features only one competition event: precision landing. The prize structure includes a National category (for Vietnamese athletes) and a General category (scoring points for both Vietnamese and international athletes), with a total prize value of up to 50 million VND.
