According to information from the Ha Long Bay Management Board, the unit is currently gathering opinions on the collection of entrance fees on new tour routes and itineraries in Ha Long Bay to report to the Quang Ninh Provincial People's Committee for consideration before submitting it to the Quang Ninh Provincial People's Council for approval.
The three new tour routes include: a luxury cruise exploration route, a coastal sightseeing and tourism route along Ha Long Bay for restaurant ships, and a fixed route from Tuan Chau to Gia Luan (Cat Ba).
Ha Long Bay is currently seeking public opinion on the possibility of charging entrance fees on tour routes and itineraries.
The proposed fee for a half-day tour of Ha Long Bay (6:30 AM – 6:30 PM) is 600,000 VND per adult; 480,000 VND per child, 300,000 VND per senior citizen. Children under 7 years old and under 1.2m tall, and people with disabilities are exempt from all services.
Specifically, the sightseeing and tourism route along the coast of Ha Long Bay for restaurant boats, with a route from Ha Long International Cruise Port - Tuan Chau International Cruise Port - Nam Cau Trang Port, is expected to charge between 80,000 and 100,000 VND per person. The ticket price for senior citizens is 50,000 VND per trip.
The fixed route from Tuan Chau to Gia Luan (Cat Ba, Hai Phong) is expected to have fares of 120,000 VND/person/trip or 150,000 VND/person/trip. Senior citizens will receive a 50% discount, bringing the fare down to 75,000 VND/trip.
The route connecting the two inter-regional heritage sites of Quang Ninh and Hai Phong follows this path: Ha Long International Cruise Port or Tuan Chau International Cruise Port - Chan Voi Island - Ba Cua Bay - Tung Lam Island - Cap Bai Island. The final point of the route borders Gia Luan, Lan Ha Bay (Hai Phong).

Services such as seaplane tours, scuba diving, and kayaking have recently attracted tens of thousands of participants, including onshore restaurant boats and yacht-based night markets… yet the Ha Long Bay Management Board has not collected a single penny in entrance fees. The goal of collecting fees and strictly controlling tourism services in Ha Long Bay is to contribute to the protection of the Ha Long Bay natural heritage, improve the quality of tourism services, and ensure the safety of tourists.
The introduction of new services and the imposition of fees, along with strict control over tourism activities in Ha Long Bay, are expected to contribute to promoting sustainable tourism development in the area.
