The People's Committee of Yen Bai province has just signed Decision 1814/QD-UBND declaring a state of emergency due to natural disasters in Yen Bai province, with the following scenario: heavy rain, flash floods, landslides, and waterlogging.

According to several reports from the People's Committee of Yen Bai province on the morning of September 10th, 22 people in the locality have died due to landslides (1 in Van Chan district, 11 in Luc Yen district, and 10 in Yen Bai city) and 6 people are missing (2 in Luc Yen district and 4 in Yen Bai city). In addition, 10 people were injured, including 3 in Yen Bai city, 5 in Luc Yen, and 2 in Van Yen.

Forces and resources should be deployed to support localities in responding to rain and floods, evacuating residents, conducting rescue operations, and ensuring security, order, and social safety.

The provincial meteorological and hydrological station needs to closely monitor the weather situation, promptly issue forecasts and warnings, and provide information to the Department of Information and Communications, Yen Bai Newspaper, the provincial radio and television station, and the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue to ensure timely information for the response efforts of the Provincial People's Committee, the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue, district and commune levels, and the people.

Mr. Long requested that Military Region 2 mobilize its existing boats to assist the people; focus intensely on rescue and relief efforts, and do everything possible to rescue the three people currently trapped in the floodwaters (currently clinging to a power pole).
